Ghost-type attacks don't do anything against Normal-types, but the reverse is just as true. So it comes down to a matter of strategy with a ghost-type against a normal-type; if the ghost has differently-typed abilities, then it's possible to just wail on the normal one without repercussion. But, if the normal-type has a varied moveset, your ghost-type could be in trouble.
